They are linked to the default spawn, which it surrounds in a 16x16 chunks area. So if you manually moved the spawn coordinates (which are exact XYZ coordinates, not chunk numbers), the loaded chunks move with it. The /setworldspawn command just simplifies this, which no longer requires you to use a third-party tool to change the default spawn.
